New APSEA Superintendent Appointed

The board of directors of the Atlantic Provinces Special Education Authority (APSEA) has hired leading educator Bertram Tulk to be the school's new superintendent.

The appointment will take effect on Monday, Nov. 14.

"We are pleased to have Dr. Tulk taking over the reins of APSEA. With more than 26 years' experience as an educator, Dr. Tulk will be an exceptional leader for the organization," said Dennis Cochrane, deputy minister of Education in Nova Scotia and chairman of APSEA's board of directors.

Dr. Tulk served on the APSEA board of directors between 2001 and 2004.

"I am very much looking forward to this new challenge in my career and I am very proud to be associated with APSEA," said Dr. Tulk.

A resident of St. John's, N.L., Dr. Tulk was the assistant director of education (programs) for the Avalon East School Board between 1999 and 2004. He held the same position at the Labrador School Board between 1997 and 1999.

Dr. Tulk completed a doctor of education at the University of Toronto earlier this year. He earned a master of education degree from Memorial University in 1984 and a bachelor of education degree in 1979.

During his career, Dr. Tulk has served on a variety of boards, professional and community organizations, and has presented at many professional conferences. He has also contributed to several academic books and journals.

The APSEA Centre is based in Halifax, and offers assessment, resource services, audiology, Braille transcription and a short-term residential program for Atlantic Canadians up to 21 years of age who are deaf, deaf-blind, hard of hearing, blind, or visually impaired.

APSEA was established in 1975 by the ministers of education of Nova Scotia, New Brunswick, Newfoundland and Labrador, and Prince Edward Island. Its operational costs are shared among the four Atlantic provinces.
