Public Consultation on Well Construction Regulations

Nova Scotians are being asked for their input on proposed improvements to the well construction regulations.

The regulations set out the requirements and standards for the construction of water supply wells in the province. The proposed improvements are a result of discussions the department had with key stakeholders including industry representatives and regulators about the current regulations.

"Safe drinking water is a priority for all Nova Scotians and, for nearly half of them, this water comes from their own private well," said Kerry Morash, Minister of Environment and Labour. "Of course, safe drinking water starts with a properly constructed well. That's why we are looking for Nova Scotians' input on improving our well construction regulations."

Some notable proposed changes include:

  • clearer definitions and text
  • additions to regulate potable water haulers including a new certification process and sections referring to requirements and guidelines
  • changes to certification process for well diggers and pump installers to include realistic experience requirements
  • requirement for ground source heat pump bore holes to be drilled by licensed drillers for the protection of groundwater resources
  • reductions to long-term yield-testing requirements for some wells.

A copy of the proposed regulations is available online at www.gov.ns.ca/enla/policy , by calling 1-800-567-7544 or by contacting the local Department of Environment and Labour office.

The deadline for written comments is Oct. 3.
