Mediator Appointed in QEII-NSGEU Dispute

Environment and Labour Minister David Morse announced today he has appointed Bruce Outhouse to mediate the labour-management dispute involving health care employees in the Halifax area represented by the Nova Scotia Government Employees Union (NSGEU).

The dispute is between the union and QEII Health Sciences Centre, the Nova Scotia Hospital and the Capital Health District Authority.

Mr. Outhouse is a well-known and experienced mediator in Nova Scotia and in federal jurisdictions. He has successfully mediated a number of disputes, including ones involving Air Canada and Devco.

His expertise will assist the parties in the current situation, Mr. Morse said, adding that naming a mediator puts greater pressure on the parties to reach a resolution.

“With the appointment of Mr. Outhouse, the parties must know that expectations are much higher now for a settlement,” said Mr. Morse.

Mr. Morse said that, while current negotiations have been demanding for all parties, it is important to ensure they explore all options for a settlement. He added that a speedy resolution is desired where patient care is at risk.

He said the appointment of a mediator is a normal dispute- breaking mechanism and is part of the collective bargaining process.
