Audit Shows Dispatch System Fair

A Department of Transportation and Public Works audit has determined that dispatch procedures of the Truckers Association of Nova Scotia (TANS) are fair and that allegations of corruption against the association by one of its members are unfounded.

Clifford Huskilson, Minister of Transportation and Public Works, said an examination of 1998 dispatch records of the East Hants Truckers Association indicates that all truckers were provided "fair and equal access to work dispatched by TANS." Mr. Huskilson initiated the audit in response to claims of unfairness by trucker Leon Thompson.

The audit determined that average opportunities for work for all eligible members in the East Hants Truckers Association during 1998 were about 75 days. The average number of days of work accepted by truckers in the East Hants association was 48. Mr. Thompson was afforded 79 opportunities for work. He accepted 21 days of work.

"My goal is to ensure that all truckers are treated fairly and equitably by the TANS dispatch system," said Mr. Huskilson. "After reviewing the audit and all the evidence, I am satisfied that TANS' procedures are fair and that all truckers have had full and equal access to work dispatched by the association."

After meetings with both Mr. Thompson and TANS, Mr. Huskilson asked his department to audit the dispatch records of the East Hants Truckers Association. The department's audit found the dispatch records to be fair, the minister said.

"I now consider this matter closed," he said. "With respect to Mr. Thompson's membership status in the association, this is an internal disciplinary matter for TANS to deal with according to association bylaws."

Mr. Thompson made allegations of corruption against the TANS executive because he felt the dispatch system was not being fairly applied. Following a formal grievance hearing, TANS voted to refuse Mr. Thompson's 1999 membership.

The audit report recommended that all county trucking associations of TANS provide an annual dispatch report.

"I have instructed staff to work with TANS on this, and I believe it will enhance the degree of openness and accountability in TANS," said Mr. Huskilson.
