Canada-Wide Accord on Bulk Water Transfers

Nova Scotia will work with other provinces, territories and the federal government to develop a Canada-wide accord designed to address the issues surrounding bulk water transport, and specifically with bulk water export. Environment Minister Michel Samson made the announcement today following a teleconference with his colleagues from across the country.

Federal Environment Minister Christine Stewart also requested the support of the provinces in placing a moratorium on exports while the accord is under development.

"Nova Scotia is developing appropriate policy as part of our provincial water strategy," said Mr. Samson. "We will investigate the most appropriate method to implement a moratorium as suggested by the federal minister, as an interim measure."

The province has received requests to permit bulk water exports in the past but has not issued approvals.

"Bulk water export is an issue of national significance and this was widely recognized in today's discussion," said Mr. Samson. "We look forward to working with the federal government, other provinces and the territories in the development of an accord that protects our provincial water resources for the continued use and enjoyment of Nova Scotians."
