Kaufman's Interim Report Released
An interim report on Nova Scotia's Public Prosecution Service, prepared by retired judge Fred Kaufman, was released today by Justice Minister Robbie Harrison.
"This report sets the stage for the final report and recommendations," said Mr. Harrison. "Mr. Kaufman has focused on some of the key issues that must be addressed if we are to improve the quality of the prosecution service."
The report examines the relationship between political independence and accountability. Encouraging public input, Mr. Kaufman suggests that the relationships between the attorney general, the director of public prosecutions and members of the Public Prosecution Service require clarification. While few recommendations are made, the report identifies areas of concern and provides an opportunity for dialogue.
Mr. Kaufman also examines the issue of compensation for Nova Scotia's Crown attorneys and encourages the government to come to a settlement on wage negotiation as soon as possible. A working group made up of representatives of the Public Prosecution Service, the Nova Scotia Crown Attorneys Association and the Department of Human Resources has been examining this issue and will submit its report later this month.
"I am pleased that Mr. Kaufman has encouraged further discussion," said Mr. Harrison. "The interest that Nova Scotians have displayed in this review reinforces the need for a clearer understanding of the Public Prosecution Service, and the relationship between its independence and public accountability. I look forward to receiving Mr. Kaufman's final report."
