Review of Coal Mine Application Raises Issues

Environment Minister Don Downe has reviewed an application by Thorburn Mining Ltd. to establish and operate a coal mine at Coalburn, Pictou Co.

"The review of this proposal raises a number of significant environmental issues that require further examination," he said today. "I cannot approve this application without more specific information from the proponent indicating a sound understanding of the potential environmental risks, and detailed plans for mitigation."

Thorburn Mining Ltd. applied to mine an estimated 700,000 tonnes of coal from near surface reserves over the next six years. The proposal includes plans to truck the high-sulphur coal to Stellarton where it could be crushed and blended with low-sulphur coal.

The staff review of the proposal identified environmental issues that have the potential to create adverse effects. They include the effects of mine excavation on residential and institutional groundwater supplies, potential for acid mine drainage, proximity of the mine to residential areas, and the related effects of noise, dust and truck traffic nuisances. The review also finds baseline information in the proposal insufficient in areas including aquatic resources, groundwater quality and mine expansion plans.

"I understand there is public support for this project," said Mr. Downe. "But I cannot ignore the potential risk to the environment."
